According the Law on employment of foreigners (Official Gazette of Montenegro #22/08) and Law on work (Official Gazette #49/08, #59/11, #66/2012), work permit is issued by Employment Agency of Montenegro. After that, foreigner can apply residence permit from the Ministry of Interior Affairs.
Temporary resident status – is an immigration status with a certain set of rights on the territory of the country of residence. You and your family can get a residence permit on the ground of registration of legal entities in Montenegro.
Montenegro acquired the status of an independent state only in 2006, so now immigration in Montenegro is relatively easy. Step 3: Meeting & Agreement

Step 4: Registration of a company and application for Residence Permit
Firstly, if you wouldn’t like to come to Montenegro in person, we need authorization from the founders of the company in the name of our employee to run the entire process.
Secondly, we together decide the name of the company (subject to availability) and Executive Director, (a citizen of Montenegro, or a foreigner with residence permit in Montenegro) together with the legal address of the company in Montenegro. Initially the executive director of the company is supposed to obtain a residence permit to live in Montenegro.
Having received the required documents and information, company is registered in the Commercial Court of Montenegro and to other related government authorities. Then a bank account is opened. Completion of registration takes no more than 7 days.

Step 5. Obtaining the work and residence permit
Having completed the registration of the company, next phase is the application for work and residence permit. Permit issuance is usually completed by Montenegrin authorities within 30 days. With your Residence Permit, you’ll no longer be bound by your visa restrictions and can stay in Montenegro as long as you wish.
